Does Raxo have an article rotator extension that can do what can be seen at https://fcm.ca/home.htm ? If not would you happen to know of an extension that does?

We have a content module RAXO All-mode PRO that previews intros of articles.
And you can use an additional layout for this module, e.g. RAXO Slider or RAXO Carousel that can rotate articles.
Our additional layouts look not like in your example. They have their own design - see the layout page.

Is there a way to position the individual titles below the images instead of at the top?

Titles below the images / thumbnails
RAXO Columns layout offers two ways to display articles:
- TOP Items have thumbnails first and then all the other content elements.
- Normal Items have titles go first, then thumbnails and other content elements.
Just use the variant you like better.
Another way is to change the sequence of content elements in the layout. See this topic:
