I need to know what are deference between RAXO Load Module Position and Regular Lab Modules Anywhere ?

The core difference between these two plugins is that RAXO Load Module Position Plugin inserts module positions in Joomla articles or K2 items automatically.
So it depends on your task. If you need just to insert modules in several certain articles and you don't mind some manual work to add {code} in your editor, you might want to use Modules Anywhere.

If your task is to insert module positions in all articles in one or in several categories on your site, then RAXO Load Module Position plugin is an advantage because it does that automatically. You can get up to three module positions in your articles.

So if I want to load RAXO related module as plugin at bottom of some categories I could , And how about if I would like to add another module at top of the articles ? Is it possible ?

With RAXO Load Module Position plugin you can create up to three module positions inside your Joomla article - "before-content", "after-content" and "inside-content" positions. And you can use any of them, or display two or three module positions at the same time.

After you create module positions you can insert in these module positions any module you like,
e.g. RAXO Related Articles. But it can be any other module as well.
