How does the text limit work? Can you limit number of words, or only characters? In case of limiting characters, does it cut the last word short when the character limit is reached?

I am looking for a module which has a character limit, and when the limit is reached the last word will be completely removed instead of having a partial word in the text, as seen in many competing modules.

Example, character limit 23:
NO: This is a news post abo
NO: This is a news post abo...
YES: This is a news post...
